        1. Financial Income Opportunity

          Further to our recent meeting please advise what financial modelling was done to determine the prospective financial income opportunity to the CCC, relative to potentially selling the 35 acres of the old golf course land for residential development and the ongoing annual rates revenue from approximately 250 residences that could have been established?

      • Victor Marsh: Pedestrian Safety – Bellerive
        • Q: I am quite concerned about the repeated damage to the bollards outside Cabbages Flower Shop and Cripps Bakery where outdoor diners gather. If the purpose of the bollards is to protect pedestrians it is also concerning they are not being repaired promptly. How will the council assure the community that the bollards are the correct design for a high risk pedestrian conflict area and fit for purpose for keeping the community safe?
        • A: The current arrangement of delineation bollards is considered safe and appropriate for a low-speed urban environment such as Percy Street in Bellerive to manage the interaction between vehicles and pedestrians. A safety audit has been undertaken in relation to the outdoor dining adjacent to Cripps Bakehouse and a number of recommendations included in the assessment are currently under review by Council officers to consider if any changes are required.
      • David Carr: Bushfire Hazard
        • Q: Nayuka Street in Geilston Bay my family recently did a subdivision there. It is bordered on one side by council bushland reserve, it is very difficult because of bushfire attack levels for people to build houses there and do it safely and get on with it. Low and behold the Council has now planted a dozen wattle trees along the boundary just outside the rear boundary. Why on earth would you do that? They are not even indigenous to the area; they are certainly not endemic to the area, so it just increases the bushfire hazard. The question is why?
        • A: As part of the management of the riparian corridor adjacent to Nayuka Street (within Thoona Bushland Reserve), Council planted 5 Silver Wattles, along with 3 hop native-primrose and 2 yellow everlasting bush species. Silver Wattle is indigenous to the area and is listed within the species list for the vegetation community mapped for this site (DAM Eucalyptus amygdalina forest on mudstone). This planting is consistent with the actions in Council’s Thoona Bushland Reserve Action Plan 2013 (Thoona-Bushland-RAP-Final-Plan-Nov-2013.pdf) and was undertaken to improve natural values and replace weed species recently removed from this area. This planting does not alter the bushfire risk or change the management of the Council land adjacent to the Nayuka Street subdivision.

    3. 37 Clarence Street, Bellerive – Additions and alterations (Single dwelling): Recommended for Approval
    4. 113, 115, 117, and 119 East Derwent Highway, Lindisfarne – Request to amend zoning from General Residential to Local Business: Recommended to Prepare Amendment
      • Four houses between a service station and Ballawinnie Road, across from Lindisfarne Primary School's grass area. While it's not part of the amendment request, the plan seems to be to replace the four lots with commercial tenancies with apartments stacked on top. Watch this space, I guess.
    5. 22 Ormond Street, Bellerive – Two multiple dwellings (One new and one existing): Recommended for Approval
    6. 9 Dampier Street, Warrane – New building (Food services) and additions and alterations to existing building (General retail and hire; Food services): Recommended for Approval
      • This is the set of shops near the Flagstaff Gully/TAFE overpass. Two new units and a considerable reconfiguration of the parking situation. Will be interested to see what, if anything, ends up in the new building.
    7. 1300 Oceana Drive, Tranmere – Local Provisions Schedule amendment and combined Subdivision development request: Recommended to Not Prepare Requested Amendment and as such Refuse Subdivision; and then things get complicated...
      • Right now, Tranmere extends south to roughly 42.928°S, ending with the most recent tranche of subdivided land.
      • Just south of there is a small gully, which currently has a dirt access road running through it.
      • Neighbourhood 1 of the Skylands Plan, anticipating structural problems, recommends zoning for low density housing along the north ridge of the gully, and running the existing four roads through until they meet with the rest of the plan, with a gap between the gully and the southern parts. The houses on the ridge are accessed from the north, with a fire trail running along the south boundary.
      • Skylands is, of course, some time away from actually happening, and the Carr family, in spite of being responsible for the Plan, appear to be antsy to do something. They came back with this, which they say is a logical extension of the existing subdivision:
      • Both the Utilities and General Residential requests marked here are currently part of the Future Urban zone like the area directly south. The Utilities request is uncontroversial, would have needed to happen anyway, and officers have recommended an amendment be prepared for it.
      • The General Residential request and the proposed subdivision contradict the Plan, and more than that, ignore the existing pattern of putting low density housing to the east where the hill is steeper and higher.
      • To add insult to injury, the layout of the housing is completely different and two of the four roads appear to be capped off.
      • Instead, Council's officers have recommended that an amendment be prepared to rezone the area in line with the agreed upon Plan: (There are apparently technical reasons behind the Future Urban rezoning to the east.)

        • Four grants totalling $26,359.63 recommended for Approval.

      1. Discussion paper: Reform of Councillor allowances and number
        • As things stand, the proposed changes would reduce Clarence from 12 to 9 councillors, and increase each councillor's pay by 26.87%. Councillors appear to broadly support the changes.
        • Apparently we will get better, more diverse representation by reducing representatives. Doesn't quite compute, especially when that was the rationale for increasing the size of the House of Assembly.
